Bug description: Rend Soul's proc is too low, it should be 4% but currenlty, it's less than 1%, with 213 hits of Drain Soul, it should hit at least 53 times, but it hits 15 times (screenshots in proofs)

I don't get what you're saying, honestly.

If it has a 4% proc chance and you did 213 hits, then it should've hit only about 8-9 times:

213 * 4% = 213 * 4 / 100 = 8.52

You're saying it should've hit 53 times in 213 hits, which would be about 25%.

53 / 213 * 100 = 24.88%

What are you trying to point out? I see nothing wrong, if anything you got quite a high percentage of your hits to proc the spell.

As Padheari said, this is working correctly. You should check your math again.
