happened right now for me aswell , i could hit multiple aimed shots the cooldown was not resetting . and sometimes i only use 1 instead of 2.

damage on 1 add and literally hit 9 aimed shots in a row with lock and load proc.

I suppose the devs dont care to much about a bug that has the ability to boost DPS. There's really no way to not use the spell, since its a major part of our rotation and lock and load is by far the best talent in that row.

Its not all that game breaking, but it is a bit of a dps boost when you get the proc then use Trueshot and hit nothing but crits. The DPS adds up real fast single target

I can confirm it too. Also this puts LnL above TrueAim in pure dps. And hunters above many class.
With my decently but nut insanely geared hunter I'm outDPS-ing many much higher level and better classes...
I should pull 50K more dps with TrueAim, but I'm doing 150K more with LnL... It's not this simple but this sounds as 200K+ dps out of a "bug".

Maybe the proc condition is not set to be from auto attacks of the hunter only? Was the same problem in 7.1.5 where it would proc from trinkets and abilities not just auto attacks. Alot of procs seem to be bugged atm proccing from random stuff, even when getting hit by mobs. Saw a mage in class hall blink and that trinket that calls down pile of goo from the sky procced when he blinked.

Another example is mark of the claw enchant, i've seen it proc on myself even after just activating that item which tracks ancient mana nodes in suramar, so its pretty crazy atm.

Good thinking, but there doesnt seem to be anything abnormal about the proc times. I dont get it when i randomly use my trinket or when just going about my out of combat activities. But when it finally procs is the problem, it doesnt consume charges right like it used to 7.1.5.
