Bug description: When casting Chain Heal/Healing Wave/Healing Surge right befor heal is "applied" you could cast cloudburst totem which can soak that inital heal. Here cloudburst totem doesn't soak that initial heal like it did on retail
Note: This was still possible to do on 7.2.5 but was removed in 7.3 (so basicly it should work here)

Bring proof that it doesn't work on Freakz. Could just be an MS issue.
