The launcher wont open

So i redownloaded the game again at my new pc and i suddenly get this message i tried and turned off all antivirus and launched it as an administrator but it cant seem to fix it if you could help that would be more than great

Hello. That problem may be fixed by removing the "Read-Only" option from your Data folder.
