Yes, I have the same problem and not only I cant deliver supply quest, but also I cant get the first quest of "Insurrection" achievement after finishing "Change of seasons" from "Good suramarian" achievement.

Confirmed, Can't start Insurrection Questline.

@Devs plz fix this having the same problem just completed the paragon box but cant turn it in. I think that's because of the phasing after every major part of story line since it does exist on wowfreakz. Kindly fix this because currently there are 8 or more thalyssra existing on freakz and 1 of them ends the supplies from nightfallen quest.
