Bug description: "Soul Shard has a 25% chance to grant you 15% Haste for 8 seconds". I tested on dummy over 300m dmg it didn't proc once, The proc chance seems to be 0% atm instead of 25%.

Confirmed, cast UA for 5mins and got no procs.

Fixed, live already (you'll need to relog for it to start working tho; after the next restart it will work by default)
