[FIXED] Seal of Broken Fate NPCs missing

Bug description: This NPC is missing in Mage Class Hall, possibly similar npc's in other class halls are missing too, and it's not possible to make an order for Seal of Fate if we have https://www.wowhead.com/order-advancement=387/arcane-divination researched. It't been like this for a loooong time now and despite many reports it was not fixed and no reason was given. Therefore I'm posting that the issue still persists and hope that at least an answer is given, not just locked topic.
