prot war active mitigation check on illysanna

Bug description: on the 2nd boss of black rook hold, illysanna will cast vengeful shear on the tank and will apply 100% increased damage taken debuff on the tank if active mitigation were not used, which in prot warriors case is shield block. However today while tanking some keys i noticed i got the 100% increased damage taken debuff even though i have shield block up every time she casts vengeful shear. this doesnt happen on any other tanking class that i play

note that on active mitigation check on last boss of NL the active mitigation mechanic is working just fine.


Proof: dont have any means to record it, however it is easily replicable, as i tried it myself on normal difficulty several times and failed the active mitigation check every single time even though i have shield block up
