Legendary crafting - tailoring

you closed my topic and rejected the item recovery here https://forum.wow-freakz.com/REJECTED-tailoring-legendary-crafting-t550025.html but you yourself told me here https://forum.wow-freakz.com/REJECTED-Legendary-crafting-tailoring-t549389.html to submit an item recovery request so i dont really understand what i should be doing next.

i can see that people completed both quests in question but for some people it works and for some people it doesnt, i personally did cos at least 3 times on heroic and m0 and item never dropped and the other quest cant be turned in so in my case its impossible to progress the quest chain.
