[FIXED] Fel Hammer's Wrath NPC mising (wq instant complete npc)

Bug description: A NPC in the Demon Hunter Class Hall that makes the Empowered Rift Core (Whitch is used to complete 1 World Quest from Broken Isles) is missing.That basicly makes the Demon Hunter Class Hall Upgrade "Fel Hammer's Wrath",unusable. The NPC's name is Evelune Soulreaver.

I just checked the wow-freakz database and it shows that the npc isn't spawned anywhere in the server.

Confirmed, this is the same for all classes; either the npc does not spawn, or you can't interact with it.
