[DUPLICATE] Celumbra procs Corrupted Starlight

Bug description: From what I have seen the out of combat effect of Celumbra seems to trigger the effect of Corrupted Starlight. Not sure if it is a bug of Celumbra or Corrupted Starlight, and it is pretty useless like this (aoe damage around me when there are no enemies around), but maybe it could be abused with a different item combination, which is why I am reporting it.

It's an issue with the proc system, the trinket is proccing on you from the self healing.

Since it's an issue with the system in general rather than a few items, it's confirmed here.
