I have the same issue, i did the questline before when it was added. Sure he got the same problem, it was on the part you have to buy the saphire.
Now i deleted cache, but i have no quest to take form the npc. (I have the requierements)

This quest in the Breaching the Tomb campaign is bugged. Without it, you can't move forward towards getting the mount. It's been reported and confirmed for some time and needs immediate attention.

Bug Description: [Quest] Fel To The Core.

Final Boss in Broken Shore Assault Scenarios Unlootable

The final boss in the scenario goes under the texture and becomes unlootable. At least for the Val'sharah legion Assault. This may have worked for some other warlocks, but it is a known bug with bosses and textures. Now assaults are every 12 hours or so, thus every time this bug happens I cannot get my mount for another 12-24 hours. Can the GMs/devs assure the bosses are lootable or make the quest item a personal loot with 100% drop chance?

Proof: I couldn't take a screenshot, but I will try again today if I can redo the invasion.

For all players with this issue, please open a ticket in-game. A GM will help you.

Bug description: After last quest and the filmed scene i didn't get any rewards, i guess should talk with Betild Deepanvil to get it, but he didn't spawn anywhere. But to get mounts just relogged to solve that. Maybe need just a little fix to help other ppl.

Try to do the first quest from https://www.wow-freakz.com/npc_finder.php?npc=118376&&name=champion-cyssa-dawnrose then continue from where you left.

I saw some alliance players with that mount last night, but i went on npc to buy and he didnt offered the horse for horde players. (Deleted cache aswell and didnt worked)
