[General] PVP 2v2 instances vs Dampening

Bug description: 2v2 Rated Arena instances should start with 20% Dampening applied on all players once they engaged combat, according to the 31th March Hotfix by Blizzard.
This hotfix was applied as a result of the many requests came from community to balance the heal in PVP 2's and allow double DPS teams to stand a chance.

they have to fix sub rouges first if they wanna fix this one or it will be dk or sub rouge only arenas.

right now shadowstrike is dealing 25 % more damage and teleports even when out of stealth which is the reason there have been a huge amount of sub rouges lately .
