WoW Freakz spell link: Spring Blossoms and Efflorescence

Bug description:
Efflorescence without Spring Blossoms talented should target 3 injured allies within it.
Efflorescence with Spring Blossoms talented should target 3 injured allies within it, BUT will always prioritize targets that do not have Spring Blossoms on them.

Proof:
Let's start by looking at this (4h 20m 15s). The druid uses Spring Blossoms.
Jump to 4h 22m 0s and you'll see that he places an Efflorescence. Watch the raid frames and look at how Spring Blossoms move around the raid whilst all of them have the same HP. (I've counted 12 at the same time).
Fast forward anywhere in this encounter and you will see that regardless of the fact that any player that stands in the Efflo is injured the buff is never refreshed. I know, the icons are small, but still visible. If the buff is not refreshed then it means that Efflo did not heal that player.

Extra proof (these are just forum posts, but paired with the video I think it should be alright):

`it's a smart heal, so it will target the most injured people, and if they're all at the same (i.e full health) it will always tick on different people, meaning spring blossoms HoT (if you have it talented) is still spread decently amongst the raid.`

I guess that it refreshes the Spring Blossoms hot when all players standing in Efflo have the buff.

Efflorescence and Spring Blossoms on Freakz: here (3 vs 12 active Spring Blossoms, which means overheal, heal loss & not being able to take full advantage of Mastery: Harmony since it always ticks on the same players).
