Proof:
For example : On my warrior i have all chapters in all regions from Broken Isles except Suramar , because i did that Suramar quest like 6 months ago and i can't remember at what NPC i left so i can't find the quest , BUT! i have a Shaman and i can do all the Suramar chapters . If i do this i will be able to have the permision to fly in Brokeen Isles ? btw i have all the Revered on my war .

yes, if you have the full suramar questline on one character and the other ones on another char you will still get pathfinder.
