Battlegrounds under max lvl?

Hi everyone! I play WoW Legion a few months a year and I really enjoy leveling and questing, but I am also curious about battlegrounds. None of my characters is max lvl, are battlegrounds only active on max lvl here?

I miss my good old lvl 39 Warsong Gulch rounds.

I'm afraid Battlegrounds are only active on max level.

With the customizable rates, it's useless to add battleground too for the leveling part because they won't be used at all since you can level up in no time.
