[FIXED] [Mage] Freezing Rain duration decrease from Haste

Bug description: When you have to much Haste the Freezing rain buff is not at 15s but less than that then it disappear to fast from your buff. There is another topic where they say that it's from 2 orbs but it's wrong.

Proof:
With haste ( icy vein and TW ): the buff is only 6s instead of 15s

I can confirm. Haste influences the duration of the buff and it shouldn't do it (common sense)
