WoW Freakz item link: Mangaza's Madness
Bug description: The charges of the Mind Blast reset on Devil's Due. I've noticed this also happens when there's a jump in the amount of haste (e.g. Sephuz proc or BL).This might be another explanation.

Something strange is happening with the cooldown timer when there are changes in haste, I will test it some more tomorrow to try to find out what is going on

Before testing, try to unequip and requipt the belt.

you can see me screwing around with time warp and whispers, it seems to happen most when there is a sudden change in haste, which causes the cooldown to be longer or shorter depending on the effect of course.

I can't reproduce this at all, Quicksand couldn't either the first time it was reported long time ago. I saw the video proofs, it seems it bugs out when you get Devil's Due @ https://www.wow-freakz.com/item_finder.php?item=140809&&name=whispers-in-the-dark, but it always works for me. Can someone find out what exactly causes this to happen? If someone manages to reproduce it easily tell me char name to copy the talents/traits/items and try with the same char

This doesn't occur if you log in with the belt equipped, but it does happen when you switch it with another (something you do frequently in M+ for which you have a boss set and a trash set).
Try it like this, have the Mangaza's equipped, switch it with another epic belt, re-equip Mangaza's and deal damage.
All you need is 2 belts and a Whispers and it should happen.
Mind Blast's cd is modified by haste and when that jump happens it bugs.

I just retested this with mangaza's madness and Whispers in the dark, it happens everytime there is a big change in haste.

you can see that at the moment the buff applies the cooldown on mindblast changes, it also happens right before the buff applies. the same happens when devils due is applies, the cooldown changes once more.
