Hello Djizox,

Please provide actual proof.

You've uploaded a video showing a PvE scenario. Your PvP is off and you're not in combat with any player, thus your Honor Talents are not active.

This isn't BFA, Honor Talents are not usable in PvE in the open world unless you're in combat with a player at the same time.
