[COMPLETED] Item recovery: Starlight Thread

As I was told in my previous bug report, I'm opening an Item recovery ticket:

Item Name & ID: Melandrus' Star-Touched Bracers / 146680

Details: (optional): This item should drop by Advisor Melandrus in Court of Stars as part of the quest: The Thread of Starlight.
After getting the item I need to use it on the dead boss to make the item: Starlight Tread.
I completed the run with one other player that needed it, and the item didn't drop for nether of us.
We did it in Group Mode and on Mythic 0 & also on Heroic.
