[FIXED] [Paladin][Protection] Consecrated Ground slow when multiple overlapped

Bug description: Consecrated Ground's slow falls off if you cast a 2nd consecration before the first buff has ended. This makes the rotation awkward when dealing with adds that need to be kited (such as in necro) as you have to deliberately delay the use of consecration in order to slow them. Similar to this previously fixed bug https://forum.wow-freakz.com/Protection-Consecration-Consecration-buff-goes-away-t465482.html except it only applies to Consecrated Ground, not the baseline buffs from Consecration itself

https://gyazo.com/a57ab63e02f8da0679614c94e0ef8a21 In this picture I used Consecration twice consecutively before the first one fell off. The add is clearly standing in Consecration, yet has no slow debuff. This should typically be impossible.
