Bug description: Defensive penance may heal 1 less time. It happens most of the time but not always. It's really harsh in PvP. I also saw a topic that said it happens with "Castigation" talent. But now i have proof that spell doesn't work properly and doesn't matter if u spec into castigation or not. It should heal 3 times. But as u see in video it does 2.

Yes penance heal skip 1 tick very often, the problem is to find the cause
i try to test with different level of haste, with movement, with borrowed time, but i can't find what generate this bug.
same problem with penance as damange, not at the same frequency but also skip 1 tick
