Wrong. It's a side effect of the way Legion/Argus works, more precisely:

- Argus is a no-fly zone. In Broken Isles you could avoid it after doing pathfinder by using a flying mount
- mob aggro range was increased a lot, you're pulling more mobs -> greater chance for daze
- because of world scaling, now most mobs are of same level as you -> again greater chance
- the roads of Argus are indeed full of hostile NPCs; they are everywhere and you will inevitably pull them if you are solo (see previous points).

There's no reason to despair, since daze is a rng mechanic conditioned on a successful melee hit of a creature on a player, there are ways to avoid it:
- use Prydaz (any kind of passive absorb will do)
- while in Broken Shore you could use the Stonehide Leather Barding, now this item actually helps to counter this effect on Argus, you need to do get to Rezira the Seer to have a chance to loot it.

As an explanation, historically, in Vanilla/tBC/etc. the motivation behind daze was: the roads are safe, so stick to them. If you don't do that, you will aggro mobs, and you should probably be fighting them instead of being a sickly gazelle. Years passed but Blizzard didn't remove the mechanic, and here we are in Legion where it doesn't have any meaning at all; also back then there was no notion of scaling world, now because of this most mobs are in same level range as you, and no matter how trivial, you will aggro them from a ridiculous distance, and they will hit you (because they are of that level).

It's not only about the daze, it's just bad design from Blizzard, and about aggro range, actually on 7.2.5 Freakz did that better than Blizzard, allowing for skips in mythic+ dungeons and raids. It's also the reason why people are actually doing trash in videos from retail, while dungeons like CoEN/Seat were not liked even there - not because they are "difficult" but because they are basically a series of rooms with patrolling trash packs that you may accidentally aggro (even during a boss fight) and wipe on, while you have to do with a mythic+ timer... etc.
