Not only the combat and the los is the problem with this spell but overall the way it chooses target. It always chooses the same(closest) target even if you spam it. The 2nd moonfire's target should be totally random target who is in range(20y), is valid dmgable target(in los, in combat, hostile npcs or players). Currently is not very random.

Most of that is true except "The 2nd moonfire's target should be totally random target who is in range(20y), is valid dmgable target(in los, in combat, hostile npcs or players)." The 2nd target should actually ALWAYS be a target that does NOT have the Moonfire DoT on them already. If all targets in combat have the DoT then it should be completely random as you say, but enemies without the DoT have priority.

Confirmed, the secondary moonfire should select targets within 20y that do not have the DoT already, and if every target has it, it will pick the lowest duration target.
