Bug description: Surge of toxins does not aply as a buff when you use a finisher such as rupture or envenom

It increases damage you deal to the TARGET, meaning target gets the debuff. As you can see in video its present on target dummy.
Also before rupture deadly poison deals for 96957. After rupture its 106652. 106652/96957=1.1
