[Battle Pet] all battlepets in the wild are bugged worked in PTR

Bug description: all encounters with battle pets in the wild have poor rarity all the time and are only one pet instead of them having backup. Legion zone battle pets are all level 0 and cannot even be battled. This was not the case early in the PTR I found another server which fixed this within a few days so I doubt this is a major issue to fix.

The whole battle pet system is bugged right now, it needs to be reworked from the ground.

Bug confirmed, because it's about wild battles.
