Bug description:
I did a lot of dungeons since the patch but i just never saw it triggered again (Like some others traits)

It works fine, one difference is that back in 7.2.5 it was reducing CD on your damaging spells like Raging blow, bloodthirst, but it shouldn't have. The tooltip is retarded, and even on blizz it just reduced CD on Avatar, Odyn's Fury and other major abilities.
I was thinking the same as you but after research gotta conclude it works fine, check this comment.

As said above the trait was never sopposed to reduce CD on all the warrior attacks only on offensive abilities like artefact bloodbath avatar battle cry etc.
