Bug description: Spamming frostbolt with haste buff (Icy veins, time warp or both) somewhere at max range, makes frostbolt deal no damage. Happens in pvp/pve.
Proof: my normal frostbolt cast is 1,77s, with icy veins 1,36s

Confirmed, but this issue occur even if you're not at max range. It happened to me today.
