Disagree, the NPC spawns if you do all required quests.
Do quests which you receive just after getting achievement "All Nightmare Long" (I do not remember their names... one is to go to Dalaran and place the thing, second one is to kill last boss of DHT).
Then do quests listed here https://www.wow-freakz.com/quest_helper.php?quest=38691&&name=jarod-s-mission earlier in the questchain.
One quest that you might miss is the one here: https://www.wow-freakz.com/quest_helper.php?quest=39149&&name=a-village-in-peril - it is not listed as a part of questchain, but you can find it in "Conditions" tab of the NPC's data https://www.wow-freakz.com/npc_finder.php?npc=92620&&name=commander-jarod-shadowsong

I am sure that if you do all these things, the NPC will be there (at least it worked in my case...)

Confirm that Commander Jarod Shadowsong no longer spawns after 7.3.5 update there fore ruining a chance of completing the quest chain for flying in Legion. Please fix asap x

All of the quests mentioned by @Piotrro been done and cache delete and reload the game yet still no NPC.

Yeah, you have right in that. I didnt do one quest.

As already stated the NPC does spawn just the requierments have to be met .
