Bug description: On ptr i noticed that outlaw rogue with the new meta build with slice and dice for 7.3.5 was energy starving.I reported it back then and got rejected even the things was not working properly. Overall outlaw rogue+slice and dice build will never be energy starved and will never be able to avoid energy capping. Even with full stacks of alacrity+slice and dice active energy regen stays allmost the same that by itself telling that energy regen or the spell them selfs are not scripted 100% and combat potency doesnt proc atall.All the spells linked above are in sinergy and even only of the doesnt work good enough the spec will became unplayable and leads to huge dps loss.

Proof: In the videos here you can see that i found working MSBT addon to track resource procs .
