Leveling question and xp rate

I've got two questions.
1.How does the new zone acing work? Because I went to stv on my level 33 paladin and I was seeing the mobs with skull icon, I could take the quests but the mobs were to high level.
2. Did the experience rate get lowered to 5x, cuz people on global are saying that it got and to be fe fair I've noticed it too,i might be wrong tho.

The level scaling works the following way - if you're level 15, you can level up in a certain zone which is in the limits of 10-20. Then after you get to 20, you get to the next zone, which is 20-30, etc. The idea is that you will not outlevel the zones that you're in, making your leveling more clarified, plus you will most probably have a harder time killing the mobs since they'll be scaled to your level.
Experience rates are NOT x5, it says so in the website, but that's just a visual bug. They're the same as in the previous patch - 10x 1-90, 7x 90-100, 3x 100-110.
