Can confirm I have the same problem. After patch reset, I had "Defending Broken Isles" in my quest log. I was aware that quest logs would be wiped after patch drop, I just figured I could pick the quest back up at the shore. But it's not there. Instead I have that same quest the OP has in his quest log, under "artifact", "Return to the Broken Shore" which is the quest for level 98s when they first open up the legion zones. Obviously as a 110 we've already done this quest. But as of this new patch drop and the bug going on with progressing on the Broken Shore campaign for our class mount at the end, it is impossible until this is fixed.

Just do this quest https://www.wow-freakz.com/quest_helper.php?quest=46244&&name=altar-of-the-aegis. Maiev will give the quest after that.

This is dumb. This quest was never required to do to progress further into the shore campaign in 7.2.5 or at all during Legion retail.

I can confirm that the bug still happens and as Patriii01 said, doing the quest below will let you continue to receive the quest Defending Broken isles.
