[FIXED] Tanks can be parried in endgame content

Bug description: From WoD and onwards, due to removal of expertise and hit ratings, tanks should no longer be able to be parried when fighting level-adequate content, which includes dungeon and raid bosses. Currently, tanks' (or at least Blood DK, which I am basing the report on) attacks can be parried, at least by dungeon bosses. Presented proof is a screenshot of a M+ bossfight statistics from the Details! addon. Note that this isn't a bug in the addon, I could see those parries happen live, and it isn't related to currently Dancing Rune Weapon also hitting the casting Blood DK - those hits were targetted at the boss.
