Bug description: You get this armor for reaching max level on a Nightborne but also when you use a character boost or a race change. I bought a race change yesterday for a character that is already 110 and I did not get any quest or achiv.

Hello,
You probably misread that but this is what is says from the source that you provided:

The only things that disqualify you from obtaining the Heritage Armor are:
Using a Character Boost
Performing a Race Change
Granting levels from Recruit A Friend

So no, you need to create a new Nightborne and level it to 110 to receive the armor.
