Need some help/Jandvik's Jarl questline

Hi, I need some help. I've done all chapters on Broken Isles' zones except for this one- Jandvik's Jarl in Suramar. I don't know where the quest line starts. I think it should start from here -https://imgur.com/a/18cb1Dx but the npc doesn't give a quest. Or maybe it doesn't start there... I'm kinda lost so if anyone can help please.

Anyone to reply? I'm sure lots of you have done this chapter, so just give me a bit of help here, please. It's so annoying to finish all chapters on broken isles but one...

There's nothing at that location. Is the NPC visible or I have to do something to see it.

The NPC is always visible. It does however walk around (at a relatively large radius)

Okay one last question and You can close the topic or delete it. The NPC is not there ( https://www.wow-freakz.com/npc_finder.php?npc=102309&&&&name=toryl ) or anywhere around. It's only visible at that location ( https://www.wow-freakz.com/npc_finder.php?npc=99948&&name=toryl ) but does not give a quest as seen in my original post screenshot ( https://imgur.com/a/18cb1Dx ). Is it possible that I've started the quest chain but lost track of it somehow? I'm asking because the servers suffers from a lot of bugs etc. which is understandable. Or is it me doing something wrong? The are 53 chapters in Broken isles in total and I've done 52 without any help or issues. Quite easily actually. But this one is a bummer. So summ up - Is it me doing something wrong or is it server bug ( ever since the update it's a lot of them ) . Thanks in advance
