[FIXED] [Quest] [Stormheim] Above the Winter Moonlight quest

Bug description: [Stormheim] above the winter moonlight. before doing this quest and right after i turned in the quest commander Lora disappeared before i could take the next quest and i couldn't find her anywhere. then i climbed the mountain to find virthil to maby be able to get the next quest from him but he wasen't on the rock where he is supposed to give the quests. then i tried to talk with the 2 versions on him at the end of the path but neither of them gave quets. now im stuck and cant continue the questline here as visible in the first screenshot. i cleared catch and used unstuck but it was not fixed. please help

He is there for me and has other quest's for me as well.

Did you try to delete cache ?

hi. yes i did delete catch and then used unstuck because someone suggested that it might be a phasing problem and using unstuck would fix it. but when i went back there Lora greymane still wasn't there and vithil was still not visible where he should be (on the top of that stone before the last bridge).

yea this is happening in stormheim, same think but diffrent quetss twice on my main ane sceond char, im trying to do the loremaster achive but its impossible, i have also tryed everythink, like deleting cache, unstuck etc..., i see like 4 bug reports about npcs dissapering in stormheim but helpers always reply the same think that doesnt solve anything..i feel like they should more focus on this problem not just typing unstuck and delete cache...
