Nope, but there were other players who also can't see him. But I will try as you said, thank you -

Update: it didn't work. I abandon the quest, retook it (it starts with drop item), complete the quest, but again there is no npc to turn-in -

I am unable to reproduce your problem. The reason you can't see the NPC is that it is phased. Try unstucking from the website and coming back to where you turn in the quest.

In this video she appears after completing the quest. But map shows the turn-in place. Im confused.

Hello,
It appears that for this quest the NPC is turned into a follower, instead of a stationary NPC, so it follows you and you should turn in the quest by talking to that follower.
I see no issues here.

Yeah i got it, but the thing is I didn't take that quest from npc, it cames with item after skinning the dragon.
