Bug description: You can't upgrade the Garrison to lvl 3 and all the garrison building to 3. When you click 'upgrade' in your garrison table nothing happens even if you meet the requirements.

The garrison level up feature for buildings just doesn't work at all. It has nothing to do with level 3 only.

Have in mind that to be able to upgrade to lvl 3 you must have a quest (same as between lvl 1 and 2)

The whole garrison is not working correctly, needs actual proper coding, no need to divide it into several topic.
