The spell is cast by the engine of souls, in the corporeal realm. It is meant to target players in the corporeal realm.

I don't think I understand the issue you described. Maybe try explaining the issue in a different manner? Or someone else could help out?

He claims that the Spear of Anguish shouldn't target tanks, even if there are no other viable targets. It used to work like this here back on 7.2.5, and allowed the "cheese" strategy of having only a bunch of tanks in the corporeal realm. It's hard to prove which way is blizzlike (unless you can fine a video of someone cheesing the fight on retail), but generally uncontrollable mechanics don't affect tanks - and the Spear sending its target to the spirit realm is pretty uncontrollable.
