WoW is lagging but chat isnt.

WoW Freakz link: no idea what to put here
Bug description: the world is lagging, no teleport requests or any other info is being sent. takes a few minutes but eventual DC. exactly the same as having either disconnected or having 100000000 ping. the reason this is a bug of some kind is because chat is working perfectly. and my (home) ping is working as it should.

i sent chat messages (appeared immediately) and i show my home ping, and my World ping (its lagging so badly it still shows as 0), and as proof that im lagging my char is swimming in mid air while still having the mount buff.
this is not my home internet.
Proof:

i swapped from a cabled network to wifi (the same network), then i swapped to phone data (a different network,tethering, after having disconnected the cable). same effect.
afterwards i talked to the neighbour to use his wifi, he allowed me. i used his internet, a completely different ISP, and i still had the issue. i have no idea if this is the correct post, if it isnt please let me know where to post this. this is a serious issue since the game quite literally is unplayable. this isnt some "oh no the boss bugged and didnt drop loot" or "oh no i charged at serpentrix and went straight through the ground (an actual bug aswell btw)". i cannot play on alts, i cannot play at all.
