[FIXED] Necrotic Stacks vs Parry

Bug description: I do have 100% parry and still get necrotic stacks and as you can see I had Dancing Rune Weapon before 9 seconds so I had 100% parry since 9 sec. Since I have 100% parry I couldn't be able to take any melee hit tho.

AFAIK only full misses can avoid necrotic stacks, this includes dodge, parry and miss, blocking isn't considered into this, even when full blocking, because you actually took the hit but it went to your shield. In 3.3.5 dodge and parry chances were aplied before block change, so they had priority over block, i don't know if it's the case right now cause my tank is a monk.

But even with my monk i can see necrotic ramping up pretty fast and with other tanks it's even faster. I hope this issue can be adressed
