Bug description: 7.3.5 Arms Warrior Talent Opportunity Strikes [#203178] does not proc neither in PvE nor in PvP

I did some tests..
On the pvp dummy it doesn't proc at all but on the dummy in class hall it procs.

So this talent should have a dynamic proc chance based on the enemy's missing health.
At 100% HP it should have 0% proc chance and at 0% 60%. And it should proc from special abilities like MS, CS, OP, Rend initial dmg and so on..
It shouldn't proc from autoattacks .

I can say for sure that it has a 60% proc chance at 0% and based on the eye test it has a ~30% proc chance at half hp.
IMO it's working ok but it procs from hamstring and it shouldn't.
