Bug description: It takes 11 https://www.wow-freakz.com/item_finder.php?item=89112&name=mote-of-harmony rather than 10 to create one Spirt of Harmony.

Well, it works fine when you have 10, but you have more, it takes 11.

Confirmed. Spirit of Harmony will be created if you use either 10 (which is normal) OR 11 (which is not normal) Motes of Harmony.
