[Monk][Mistweaver] PvP mana regeneration

WoW Freakz spell link: Mana regeneration

Bug description: In Player vs Player situation Monk suppose to have 5% higher mana regeneration.
At the moment it is exactly the same whe you aren't in Player vs Player situation.

Retail in arena:

7:30 - You can see that he has 5% more mana regen than we do at the moment on freakz in PvP situations.
