Bug description: i saw new bug on hit combo talent which is somehow diffirent on every monk on some monks your tiger palm resets your hit combo stacks and one some monks blackout reset hit combo stacks

As another confirmation i have done a simple Tiger Palm - Blackout Kick rotation on the training bag.
I was JUST using Tiger Palm followed by Blackout Kick. I started the fight with a tiger palm , so the Hit Combo buff uptime should be not 100% (since tiger palm doesn't give Hit Combo stacks) but very close since the first Blackout Kick was about 1 second after the first Tiger Palm. I kept doing this rotation for about 30 seconds and there are the results:

The first screenshot is to show that i actually used only the 2 ability already mentioned above (TP + BK), while the second screenshot is to show that the actual uptime of the Hit Combo is almost 60 % so basically half of the duration that you expect for a rotation like that (as already mentioned it should be around 95%).
This is a major class bug as you all probably already figured out, since that talent is a 12% damage buff if correctly used.
