Honest Question: Pre-Legion Quests & Achievements

I'm no longer interested in retail. So I'm looking to play a private server, long term.

Are you no longer fixing any issues in expansions before Legion simply because you don't care about them and you'd rather people spent money in your shop to get old world items? I ask because I noticed after coming back that many NPCs are missing completely. Can't do any of the quests, which directly relates to leveling and achievements.

If so, that's not cool. You want people to donate and bring more players to the server, you need to give them a better reason to want to. By making achievements not matter Pre-Legion.. you make the game all about one expansion. You would get a lot more players if you cared about other content.

At this stage is the focus on legion content, at some point they will start fixing old content
