This is similar if not exactly the same problem as this: https://forum.wow-freakz.com/No-Color-Change-on-Secret-Skin-Artefact-Weapon-t589284.html.

Edit: My bad, on closer look, while its similar in being an appearance selection bug, this isn't related to Hidden Artifact Appearances bug I've provided a link to. Instead it's a bug in which a skin for a default appearance can't be selected.

Edit2: I also tried it out on my fire mage and it can't be selected.

Couldn't reproduce the issue. Can you please try to transmogrify your weapon into a different one, then remove the transmogrification and delete your cache folder.
