Bug description: if the tank doesn't have active mitigation boss will put absorption shield doesn't scale with m+ lvl when it should scale

I've done some testing on this using a weakaura that tracked the boss' shield and noted down how much health the shield gained on every hit, as presented by the numbers below
Each cast he did 10 hits and every hit is documented, below every table is an average of the absorb amount

Since the results are scattered it would be safe to say the damage/absorb is scaling with m+ level, with either his health or damage (since 4.31 * 370k = 1.59M and 3.36 * 400k = 1.24M both somewhat close to our tests)
