Bug description: After slaying the Prince I'm supposed to be escorted by a dragon; sadly it doesn't appear infront of me, many others have been experiencing the same issue

Had the same thing, but it was fine after a server restart. Since one happened just now, you should be fine!

I have tested this quest multiple times and it works for me.

Did you try the following:

Abandon and re-take quest.
Delete cache
Be dismounted when you talk to the dragon.
