Bug description:
1. Valarjar Thundercallers are casting Thunderous Bolt on all random targets within 35 yards even if the tank(i.e. highest threat target) is kiting them and is more than 35 yards away.
When this is done they should never cast and simply follow the tank.

2. Valarjar Runecarvers are doing the exact same thing with the spell Etch. Again, if the tank is more than 35 yards away they should never cast on other players and simply follow the tank.

3. Storm drakes should not cast Lightning Breath if the tank is more than 35 yards away. (At 2:15 the Drake is only casting because the healer has the highest threat on him and he isn't 35 yards away from it)
